Siyasi Partilerin Seçim Beyannamelerinde Gençlik ve Spor Yaklaşımlarının İncelenmesi /Analysis of Youth and Sports Approaches in Political Parties' Election Manifestos

ÖZET
Amaç: Bu araştırmanın amacı, TBMM içerisinde gurup kurmuş olan beş siyasi partinin, iktidar ve muhalefet partilerinin seçim beyannamelerinde spora yönelik hedeflerin karşılaştırılması.
Materyal ve Metod: Bu bağlamda partilerin spora yönelik seçim beyannameleri incelenmiş ve benzerlikler, farklılıklar belirlenmiştir. Çalışmada içerik ve durum çalışması yöntemi tercih edilmiştir. Türkiye'de faaliyet içerisinde bulunan tüm siyasi partiler içinden TBMM'de grup oluşturan beş siyasi partinin seçim beyannameleri çalışmaya dahil edilmiştir. Elde edilen verilerin analizinde içerik analizi yöntemi tercih edilmiştir.
Bulgular: Verilerin analiz edilmesinin neticesinde, Türk kültürüne ait "Türk, Türk Milleti" gibi birlik ve beraberliği yansıtan ortak kültürel unsurların siyasi partilerin seçim beyannameleri içerisinde farklı şekillerde yer aldığı saptanmıştır. Çalışma içerisine dahil edilen siyasi partilerin seçim beyannamelerinde vurgu yapılan hususlar; sosyal vatandaşlık, inisiyatif alma becerileri, iletişim, medyatik beceriler, finansal okuryazarlık şeklinde sıralanabilmektedir. Bireylerin sahip olması gereken özellikler dikkate alındığında ise siyasi partilerin birbirlerinden ayrıştıkları görülmektedir. Bu özellikler sosyal ve toplumsal değerler şeklinde vurgulanmıştır. Değerlere en fazla dikkat çeken parti AK Parti iken en az dikkat çeken siyasi topluluk HDP'dir.
Sonuç: 24 Haziran 2018 Seçim Beyannameleri üzerinde yapılan içerik analizleri sonucunda spor kavramını Adalet ve Kalkınma Partisi 97, Cumhuriyet Halk Partisi 38, İyi Parti 35, Halkların Demokratik Partisi 19, Vatan Partisi 17 ve Milliyetçi Hareket Partisinin 1 kez kullandığı tespit edilmiştir.

ABSTRACT
Aim: The purpose of this study is to compare the sport-related objectives stated in the election manifestos of the five political parties that formed parliamentary groups within the Turkish Grand National Assembly (TBMM), representing both governing and opposition parties.
Material and Method: Within this framework, the election manifestos of political parties with regard to sports were examined, and their similarities and differences were identified. A content analysis and case study approach was adopted in the study. Among all political parties operating in Türkiye, the election manifestos of the five political parties that formed parliamentary groups in the TBMM were included in the research. Content analysis was employed in the analysis of the obtained data.
Results: As a result of the data analysis, it was determined that common cultural elements reflecting unity and solidarity, such as “Turk” and “Turkish Nation,” which are inherent to Turkish culture, were included in the election manifestos of political parties in different ways. The main issues emphasized in the election manifestos of the political parties included in the study can be listed as social citizenship, initiative-taking skills, communication, media-related competencies, and financial literacy. When considering the characteristics that individuals are expected to possess, it is observed that political parties differ from one another. These characteristics were emphasized in terms of social and societal values. The party that placed the greatest emphasis on values was the Justice and Development Party (AK Party), while the political group that emphasized them the least was the Peoples’ Democratic Party (HDP).
Conclusions: As a result of the content analyses conducted on the June 24, 2018 Election Manifestos, it was found that the concept of sports was used 97 times by the Justice and Development Party, 38 times by the Republican People’s Party, 35 times by the Good Party, 19 times by the Peoples’ Democratic Party, 17 times by the Patriotic Party, and only once by the Nationalist Movement Party.
